Preserve state IDs and connect candidates, committees, donors, and vendors without guessing identities.

Amendment rules

For each campaign filing, only the maximum AMEND_ID is retained because the Secretary of State documentation says campaign amendments replace the filing.

Fail-closed validation

Reject incomplete or structurally changed pulls before they can become public totals.
