Follow a consistent set of 13,095 systems across all six Census years. Dollar changes are converted with the national CPI-U annual average so a nominal increase is not mistaken for a real increase.

Kentucky adds the latest annual district-board snapshot plus school-level decision-making councils without relabeling that historical snapshot as current.
