The National People's Congress is composed of deputies elected from 35 electoral units. Deputies at county, city-not-divided-into-districts, municipal-district, township, ethnic-township, and town levels are directly elected by constituencies; higher-level people's-congress deputies are elected by the congress at the next level down.
