The first vote chooses a constituency candidate. The second vote determines each party's proportional seat entitlement. Every page publishes both result tables without blending them into one ranking.
A first-vote plurality did not always award a seat.
In 23 constituencies the first-vote leader did not receive a direct Bundestag seat because the party lacked sufficient second-vote coverage. Those records are shown explicitly, not called wins.
